The BSE framework consists of a series of overlapping stages. BSE is put into motion immediately upon The Land Administration Company engagement and ends once the LAVA Solution and the land agency organisation are fully transitioned and operational

Fundamental principles and objectives of BSE

  • To identify how the LAVA Solution will be configured to meet the land agency's operational and business needs
  • To ensure that all stakeholders are fully aware of the scope and responsibilities of the work that is to be undertaken, especially in regard to business transformation and change management
  • The BSE approach is more than implementing the technical solution – it includes working with key stakeholders to implement and optimize sound operational practices, workforce design and the optimal transition strategy
  • BSE identifies the roles and responsibilities of the major stakeholders involved, such as the land agency and other third parties, across the complete transformation process from current state through to the target future state
  • The BSE process is intended to be scaled to the needs of the engagement, from a smaller focussed implementation to a national scale major transformation

BSE Stages

The BSE framework stages are broken down into sequential steps with an allowance for some degree of overlap between the steps
